Senior Business Systems Analyst

Come, Innovate, Build, Disrupt & Thrive!

Position Overview

KēSTA I.T. is seeking a Senior Business Systems Analyst for a contract opportunity with a state government agency in Indianapolis, IN. This is an enterprise-level role that leads IT and data systems analysis and bridges business, technology, and leadership groups. The position is fully on-site and is open due to team growth.

This analyst supports the agency's digital transformation efforts by turning complex concepts and ambiguous needs into clear, actionable requirements and user stories. The work involves close partnership with internal stakeholders, product owners, subject-matter experts, and technical teams, often in situations that call for facilitating consensus and guiding groups toward shared outcomes.

  • Serve as the business relationship manager for specialized functional and business areas, providing strategic guidance, leading difficult conversations when needed, and helping drive organizational change
  • Partner with IT and data practitioners, including the Data Governance Manager, IT Project Managers, and QA Testers, to develop detailed requirements that enable effective technology and data solutions
  • Manage expectations across stakeholders, peers, vendors, leadership, and technical teams to keep delivery aligned and constructive throughout the project lifecycle
  • Lead and facilitate discovery sessions, workshops, and discussions to understand business processes, pain points, and desired outcomes
  • Translate complex concepts and ambiguous needs into clear requirements and user stories that align business objectives with technical feasibility
  • Lead efforts to improve systems and processes by identifying root causes, mediating conflicting priorities, and breaking down silos to reach integrated, consensus-based solutions through influence, collaboration, and negotiation
  • Collaborate with cross-functional teams to plan and advance interoperability across agency systems, data, and processes
  • Support digital transformation strategic planning and lead change management by helping stakeholders understand system impacts, workflow changes, and the organizational shifts needed for adoption
  • Communicate progress and tradeoffs clearly to senior leadership
  • Follow established governance practices and promote their adoption across the organization
