Job Description:
We Are Seeking an experienced Project Manager to provide strategic oversight, leadership, accountability, and project management for complex, high-visibility programs and initiatives. This role is responsible for guiding large-scale projects that involve diverse stakeholder groups, vendor participation, multiple interconnected schedules, system integrations, significant organizational risk, and executive-level visibility. The ideal candidate is highly self-directed and capable of establishing structure in ambiguous environments, developing effective governance and intake processes, and driving projects from initiation through successful closeout.
The Project Manager will serve as a central point of coordination among business stakeholders, product owners, technical leadership, vendors, and executive sponsors. This position will oversee long-term planning, resource coordination, project health reporting, risk and issue escalation, release planning, and quality control while ensuring project objectives, scope, timelines, and organizational priorities remain aligned.
Responsibilities:
· Lead the planning, execution, oversight, and closeout of large, complex, and strategically important projects and programs.
· Provide executive-level project communication, including project health reporting, stakeholder alignment, risk discussions, and sponsor meetings.
· Serve as a primary coordination point between product owners, technical leadership, development teams, business stakeholders, vendors, and project sponsors.
· Establish and maintain clear project scope, priorities, release objectives, schedules, dependencies, and delivery expectations.
· Develop comprehensive project plans, staffing strategies, resource forecasts, status reports, and delivery schedules.
· Manage project activities throughout the full lifecycle, from initiation and planning through implementation, transition, and closeout.
· Coordinate multiple teams, workstreams, vendors, and interdependent schedules to maintain alignment and delivery momentum.
· Develop and maintain long-term release and delivery plans based on organizational priorities and strategic direction.
· Monitor project budget, schedule, quality, scope, resources, risks, issues, and dependencies, escalating significant concerns when appropriate.
· Establish effective intake processes, governance structures, prioritization models, and operating procedures for programs or operational functions.
· Independently assess organizational needs and develop sustainable processes that support prioritization, decision-making, accountability, and execution.
· Facilitate working sessions, resolve competing priorities, build consensus, and negotiate practical outcomes among diverse stakeholders.
· Identify, analyze, and resolve complex issues, conflicts, risks, and competing requirements that could affect project delivery.
· Maintain strong stakeholder relationships through proactive communication, issue resolution, and consistent follow-through.
· Apply project management principles, methodologies, and established delivery practices throughout project execution.
· Ensure project activities remain aligned with organizational standards, governance requirements, and approved objectives.
· Provide project quality control and oversight to ensure deliverables meet established scope, requirements, and stakeholder expectations.
· Support continuous improvement of project management, governance, intake, and operational processes.
· Perform additional project management and operational responsibilities as needed to support organizational objectives.
Required Skills
· 5+ years of experience working effectively within matrixed organizations and cross-functional team environments.
· 5+ years of experience applying project management principles, methodologies, frameworks, and industry best practices.
· 5+ years of experience working with system development methodologies for the creation of new systems and enhancement of existing information systems.
· 5+ years of experience working within Agile release governance structures and coordinating delivery across multiple teams or workstreams.
· 5+ years of experience resolving complex, high-priority conflicts, risks, competing requirements, and stakeholder priorities.
· 5+ years of experience communicating business and stakeholder needs clearly to technical, business, and executive audiences.
· 5+ years of experience facilitating cross-functional collaboration, building consensus, conducting working sessions, and negotiating outcomes.
· 5+ years of experience managing stakeholder relationships, addressing concerns, maintaining productive partnerships, and resolving issues.
· Demonstrated ability to independently establish work intake processes, governance frameworks, prioritization models, and operational procedures.
· Strong experience coordinating project scope, schedules, resources, dependencies, risks, issues, quality, and deliverables.
· Demonstrated ability to operate effectively in ambiguous or evolving environments with limited direction.
· Strong written, verbal, presentation, facilitation, and executive-level communication skills.
· Strong organizational, analytical, problem-solving, and decision-making abilities.
· Ability to manage multiple priorities while maintaining accountability for project outcomes.
Preferred Skills
· Previous experience supporting projects or programs within a government or public-sector environment.
· Experience serving in multiple project-related roles, such as Project Manager, Program Manager, Project Coordinator, or similar leadership/support positions.
· Professional project management certification such as PMP, CAPM, PfMP, or another recognized project management credential.
· Experience developing or managing formal project governance, intake, prioritization, and release management processes.
· Experience working with large, complex initiatives involving multiple stakeholders, vendors, integrated systems, and significant organizational dependencies.
