Job Description:
We Are Seeking a Lead Programmer Analyst to provide ongoing maintenance, enhancement, and support for critical enterprise applications supporting vital records and related business functions. This role supports a Tier 1 mission-critical system responsible for processing and certifying statewide vital records data. The position plays a key role in improving automated processes, ensuring data integrity, compliance, and application security. As a lead resource, this role oversees system enhancements, integrations, and implementations while providing guidance and oversight to business analysts supporting multiple applications.
Responsibilities:
· Write high-level and detailed functional requirement documents.
· Perform business requirements analysis, gap analysis, and develop well-defined functional specifications.
· Execute full Software Development Life Cycle (SDLC) activities for complex projects.
· Develop functional design documents and collaborate with stakeholders for review and approval.
· Create user stories, task breakdowns, and support Agile development initiatives.
· Develop prototypes and mockups for stakeholder review and approval.
· Create flowcharts, screen layouts, and supporting documentation to ensure logical system design.
· Participate in and support large-scale Agile projects.
· Develop test reports with metrics and coordinate testing activities with business users.
· Design, develop, and execute test plans and test cases for applications and subsystems.
· Create or collect test data and validate system functionality through approved testing methods.
· Support User Acceptance Testing (UAT), post-implementation testing, and defect resolution.
· Differentiate between defects and new business requirements and maintain defect tracking logs.
· Assist with implementation of change requests, including application and infrastructure updates.
· Maintain and update system documentation following system upgrades or changes.
· Monitor applications during peak production periods and support issue resolution.
· Assist end users through issue analysis, troubleshooting, testing, and direct support.
· Develop training content, training plans, and user manuals.
· Assist with architectural assessments, hosting documentation, firewall rules, and compliance documentation.
· Draft and support change management and governance documentation.
Required Skills:
· 8+ years of business analysis experience supporting complex computer systems.
· 8+ years of experience developing functional requirements for development projects.
· 8+ years of experience developing and executing test plans and test cases.
· 5+ years of experience working within Agile development environments, including test-driven development.
· 8+ years of experience creating, maintaining, and updating system documentation.
· 8+ years of experience developing training plans and instructional materials.
· Experience using Azure DevOps or similar tools for requirements and test case management.
· Experience working with sensitive or regulated data, including HIPAA-protected information.
· Strong analytical, problem-solving, and documentation skills.
· Excellent communication and collaboration skills.
· Ability to lead initiatives while supporting and mentoring team members.
