Modernization Project Manager

Come, Innovate, Build, Disrupt & Thrive!

Position Overview

KēSTA I.T. is seeking a Modernization Project Manager to serve as the day-to-day execution lead for a large-scale, Drupal-based website redesign and rebuild.

In this role, you will work directly with an external technology vendor and with program area stakeholders to guide content strategy, information architecture, content migration, quality assurance, and launch readiness. You will also lead ADA Title II and WCAG 2.1 AA accessibility compliance efforts and help establish a sustainable web governance and change management model for the site after launch.

You will partner closely with the agency's project manager, program area leaders and staff, legal and compliance stakeholders, IT resources, and executive sponsors. Success means keeping the project moving, resolving risks and blockers early, and delivering a compliant, well-governed website that program areas are prepared to maintain.

Key Responsibilities

  • Serve as the primary day-to-day execution lead working directly with the external vendor on the Drupal-based website redesign and rebuild.
  • Drive content strategy, information architecture decisions, and editorial direction in partnership with program area stakeholders and the control board.
  • Lead content migration planning and execution, including auditing existing content, coordinating with content owners, and managing migration workflows.
  • Oversee quality assurance, execute user acceptance testing (UAT), and coordinate pre-launch and post-launch readiness activities.
  • Lead ADA Title II compliance efforts across the website redevelopment, ensuring deliverables meet WCAG 2.1 AA standards at minimum, in collaboration with legal and compliance stakeholders.
  • Coordinate accessibility remediation activities with the vendor team, Smartsheet resources, and internal stakeholders.
  • Maintain documentation of compliance activities and communicate status to project leadership.
  • Design and implement a sustainable web governance framework, including content request workflows, approval processes, and roles and responsibilities for ongoing site maintenance.
  • Develop SOPs, training materials, and process documentation to support the governance model after launch.
  • Coordinate with IT resources on the technical workflow components of the change management system.
  • Lead change management activities to support staff adoption of new web processes and tools after launch.
  • Engage with leaders and staff across program areas to gather content requirements, facilitate reviews, and drive timely approvals alongside the agency project manager.
  • Translate program area needs into actionable guidance for the vendor team, and facilitate working sessions, content workshops, and review meetings.
  • Provide weekly written status updates to the project manager, executive sponsors, and the Design/Control Board as requested.
  • Maintain project documentation, decision logs, and content inventories, and flag risks, issues, and blockers in a timely manner to resolve them collaboratively.

Required Qualifications

  • Demonstrated experience leading or serving in a significant execution role on large-scale (100+ pages and multiple stakeholder groups) website redesign or redevelopment projects, including multiple full development lifecycles from planning through production launch
  • Experience leading public-sector or government website redesign projects involving websites with substantial content libraries
  • Experience working directly with external technology vendors and professional services firms to drive delivery
  • Hands-on experience with website implementations, migrations, or redevelopment projects
  • Working knowledge of ADA Title II and WCAG accessibility standards as they apply to web content and design
  • Experience developing or implementing web governance frameworks, content workflows, or digital change management processes
  • Strong stakeholder engagement, facilitation, written communication, and organizational skills
  • Bachelor's degree

Preferred Qualifications

  • Experience supporting Medicaid agencies, state health departments, healthcare organizations, or human services programs
  • Experience supporting state government digital modernization or digital transformation initiatives
  • Familiarity with Smartsheet forms, workflows, or automation (general familiarity is a plus)
  • Experience coordinating enterprise content migration projects
  • Experience coordinating activities across multiple departments, business units, or government agencies
  • Proven ability to work independently, hold others accountable, and maintain project momentum in complex organizational environments
  • Accessibility certifications (CPACC, WAS) or project management certifications (PMP, PMI-ACP, CSM, CBAP), or equivalent demonstrated experience
  • Experience with Tyler Technologies web products or comparable content management platforms
  • Experience leading public-sector or government website redesign projects involving websites with substantial content libraries (200+ pages preferred)
  • Self-starter who takes initiative and operates effectively with minimal oversight
  • Comfortable navigating complex government organizations and working across hierarchical levels
  • Skilled at holding stakeholders accountable in a collegial, professional manner
  • Results-driven with a bias toward action and a track record of driving initiatives to completion
  • Adaptable and comfortable with ambiguity, particularly in the early phases of a new initiative
