Job Description:

We Are Seeking an experienced IT Procurement Officer to oversee enterprise IT procurement and contract management activities while ensuring the timely acquisition of technology products, services, and technical resources. This role serves as a strategic partner between business stakeholders, procurement teams, and vendors, managing the full procurement lifecycle from requirements gathering and solicitation development through proposal evaluation and contract administration. The ideal candidate will possess extensive experience in IT procurement, business analysis, project management, government procurement processes, and vendor management, with the ability to manage multiple initiatives while ensuring compliance with established procurement policies and regulations.

Responsibilities:

·         Lead and manage IT procurement and contract management activities to ensure timely acquisition of technology products, services, and technical resources.

·         Provide project oversight and coordination for multiple procurement initiatives.

·         Coordinate procurement activities in accordance with applicable procurement laws, regulations, and established IT procurement guidelines.

·         Research, evaluate, and recommend technology products and services based on business needs and organizational objectives.

·         Develop and manage Requests for Proposals (RFPs) and other procurement solicitations for IT software, hardware, services, and staffing resources.

·         Review, evaluate, and score vendor proposals, bids, and quotations to support vendor selection and contract awards.

·         Analyze procurement options to identify the most effective and cost-efficient technology solutions.

·         Gather, document, and communicate business requirements, user stories, workflows, and procurement documentation.

·         Collaborate with business stakeholders, technical teams, and project leadership to align procurement activities with project objectives.

·         Organize and coordinate project teams, work plans, and procurement schedules across multiple initiatives.

·         Serve as the primary liaison between internal business units, procurement teams, and external vendors throughout the procurement lifecycle.

·         Support contract management activities and ensure vendor deliverables align with contractual obligations.

·         Maintain procurement documentation and ensure compliance with organizational policies and procurement standards.

·         Communicate project status, procurement updates, and vendor activities to stakeholders and leadership.

·         Foster productive working relationships with vendors and internal customers to support successful technology acquisitions.

Required Skills:

·         Bachelor's degree in Business Administration, Information Technology, Supply Chain Management, or a related field.

·         10+ years of experience gathering, documenting, and communicating business requirements and/or user stories.

·         10+ years of experience defining and documenting business requirements, workflows, business processes, and functional specifications.

·         10+ years of experience organizing project teams and developing work plans for multiple concurrent projects.

·         10+ years of experience serving as a Business Analyst and/or Project Manager.

·         10+ years of experience working within State Government or other public sector organizations.

·         10+ years of experience creating Requests for Proposals (RFPs), solicitations, and procurement documentation for IT software, services, and technical resources.

·         Strong knowledge of IT procurement processes, contract management, and vendor evaluation methodologies.

·         Experience evaluating vendor proposals, bids, and quotations while supporting vendor selection and contract award processes.

·         Excellent analytical, organizational, project coordination, and problem-solving skills.

·         Strong written and verbal communication skills with the ability to collaborate effectively with business, technical, and executive stakeholders.

·         Ability to manage multiple procurement initiatives simultaneously while meeting deadlines and maintaining compliance.

Preferred Qualifications

·         Experience leading enterprise IT procurement initiatives within government or highly regulated environments.

·         Knowledge of public sector procurement laws, policies, and contract administration best practices.

·         Experience managing complex vendor relationships and contract negotiations.

·         Familiarity with IT project management methodologies and procurement governance frameworks.

·         Professional certifications related to procurement, project management, business analysis, or contract management are considered a plus.
