Job Description:
We Are Seeking an experienced Technical Writer to support the planning, development, implementation, and ongoing operations of a large-scale child welfare information system in compliance with federal regulatory requirements. This role is responsible for producing and maintaining technical, operational, and program documentation that supports system implementation, federal approvals, and long-term system operations. The Technical Writer will collaborate with project managers, business analysts, developers, architects, quality assurance teams, and program stakeholders to translate complex technical and business concepts into clear, accurate documentation that aligns with project governance and federal standards.
Responsibilities:
· Develop, maintain, and coordinate required project documentation supporting the implementation and operation of a child welfare information system.
· Prepare and maintain Advanced Planning Documents (APDs), including implementation documents, operational updates, and supporting narratives required for federal approval and funding.
· Document system architecture, modular design, functionality, and technical implementation approaches to ensure compliance with federal system regulations and certification standards.
· Develop and maintain the system’s Data Quality Plan, including documentation related to data governance, data stewardship, quality monitoring, validation rules, and remediation processes.
· Document processes supporting federal reporting requirements and data reporting standards.
· Assist project management and organizational change management teams with documentation and project support activities.
· Develop and maintain implementation and operational documentation such as deployment guides, system configuration documentation, disaster recovery plans, and continuity of operations procedures.
· Maintain business process documentation and standard operating procedures describing system workflows and operational processes.
· Create and maintain end-user documentation including user guides, training manuals, job aids, help documentation, and knowledge base articles.
· Establish and maintain documentation standards, templates, version control processes, and governance procedures to ensure consistency and traceability.
· Collaborate with project managers, developers, architects, analysts, and program stakeholders to gather technical information and translate it into clear documentation.
· Support responses to documentation reviews, audits, and oversight inquiries from regulatory or governing bodies.
· Maintain documentation repositories and ensure documents are updated as system functionality and requirements evolve.
· Support documentation needs for large-scale technology implementations and system modernization efforts.
Required Skills:
· Bachelor’s degree in Business, Information Systems, Technical Communication, or a related field.
· 5+ years of experience analyzing, documenting, and supporting implementation of software or technology solutions in a technical environment.
· 3+ years of experience working with cloud technologies, SaaS platforms, or data analysis tools.
· 5+ years of experience demonstrating exceptional technical writing, editing, and proofreading skills.
· Strong ability to translate complex technical concepts into clear, user-friendly documentation.
· Strong communication, organization, and time-management skills.
· Ability to manage multiple documentation tasks and deliver high-quality outputs under deadlines.
· High attention to detail and commitment to producing accurate and consistent documentation.
· Ability to work independently while collaborating effectively within cross-functional teams.
Preferred Skills
· Experience supporting child welfare or case management systems.
· Experience documenting human services or social services technology systems.
· Experience supporting hosted web application implementations within public sector or human services environments.
· Experience supporting organizational change management and training documentation.
· Familiarity with documentation supporting large government IT system implementations.
