JOB SUMMARY

The Senior HSE Director provides executive leadership and strategic direction for Company’s Environmental, Health, and Safety (HSE) program across all divisions and regions. This role ensures that the highest standards of safety performance, regulatory compliance, and risk management are achieved, while driving the company’s vision of zero incidents.

In addition to executive oversight, the Senior HSE Director ensures adequate day-to-day support for projects, including injury management, inspections, subcontractor monitoring, and training initiatives. This position collaborates with executive leadership, operational management, and field personnel to promote accountability, foster a proactive safety culture, and continually improve safety performance throughout the organization.

This role does require someone to live in midland with travel 50%-75% across regional job sites (Odessa, Pecos, Carlsbad, San Angelo, etc.)


DUTIES & RESPONSIBILITIES:

•        Provide executive leadership and oversight for HSE Directors, Managers, Coordinators, and Specialists across regions.

•        Develop, communicate, and execute enterprise-wide HSE strategies aligned with corporate goals.

•        Align with division and project management to ensure adequate, efficient HSE support and accountability at all levels.

•        Establish systems for knowledge sharing, integration of best practices, and support for corporate, group, and regional HSE initiatives.

•        Ensure compliance with OSHA, PHMSA, FMCSA, EPA, TCEQ, federal, state, and local regulations.

•        Monitor subcontractor performance and ensure alignment with HSE expectations.

•        Direct and verify effective execution of inspections, audits, and site safety checks; ensure findings are documented and corrective actions implemented.

•        Identify and drive preventative measures for unsafe conditions, materials, or equipment.

•        Oversee daily activities related to injury management, Worker’s Compensation cases, and return-to-work programs.

•        Direct and manage the Company Substance Abuse Program, including drug and alcohol testing protocols.

•        Oversee creation, facilitation, and evaluation of HSE training sessions for employees, supervisors, and subcontractors.

•        Remove barriers and ensure HSE meetings, seminars, and training are conducted effectively.

•        Drive HSE engagement through campaigns, initiatives, and communication that reinforce Company’s proactive safety culture.

•        Ensure all incidents and near misses are thoroughly investigated, including root cause analysis, corrective actions, and lessons learned.

•        Participate in and oversee root cause investigations and other advanced incident reviews.

•        Provide transparent reporting and performance metrics to senior leadership, identifying trends and opportunities for proactive risk reduction.


REQUIREMENTS:

•        12+ years of progressive HSE leadership experience in construction, energy, pipeline, or related industries.

•        Demonstrated success building and sustaining strong safety cultures in large, multi-site organizations.

•        Experience supervising and developing HSE professionals at multiple levels.

•        Strong working knowledge of OSHA CFR 1926 standards and other applicable regulatory frameworks.

•        Experience in pipeline or related facilities industry strongly preferred.

•        Education & Training:

•        Bachelor’s degree in Environmental, Health & Safety, Occupational Safety, Engineering, or related field.

•        Professional certifications such as CSP, CHST, or equivalent are strongly preferred.

•        First Aid, CPR, and OSHA 500 certification required.

•        Competencies:
