This position works within the organization’s cross-functional Finance department that oversees the accounting responsibilities for multiple state and federally funded programs across the San Gabriel Valley. The director of payroll oversees the day-to-day operations of the payroll team. This position is responsible for ensuring accurate and timely processing of payroll for employees, compliance with relevant regulations, and fostering a positive and inclusive work environment.
Duties and Responsibilities:
• Hire, supervise, train and manage payroll accountants;
• Oversee the end-to-end payroll process, including data collection, timekeeping and payroll distribution;
• Ensure accuracy and timeliness in processing payroll transactions for all employees;
• Collaborate with HR and Finance Departments to gather necessary information for payroll processing;
• Stay updated on federal, state and local payroll laws and regulations affecting the organization;
• Ensure compliance with tax regulations, wage and hour laws, and other relevant payroll-related legislation;
• Prepare and submit payroll tax filings and reports;
• Maintain accurate and confidential payroll records for all employees;
• Prepare and generate payroll reports for management review;
• Conduct regular audits to ensure data integrity and compliance;
• Provide guidance and support to employees on payroll matters;
• Collaborate with other departments to address payroll-related issues and implement improvements;
• Coordinate with benefits administrators to ensure accurate and timely processing of benefits deductions and contributions;
• Collaborate with HR to implement and communicate changes in benefits packages;
• Conduct training sessions for employees on payroll-related matters;
• Stay informed about industry best practices and recommend improvements to payroll processes;
• Utilize and maintain payroll software systems for efficient and accurate payroll processing;
• Implement and improve payroll-related processes and systems as needed;
• Actively participate in the in-service training;
• Abide by all of Options for Learning’s policies and procedures;
• Perform other duties as assigned.
Minimum Qualifications:
• Bachelor's degree in accounting, business, finance, human resources or a related field (Master’s degree preferred);
• At least 7 years of accounting or fiscal experience (10+ years preferred);
• Strong mathematical and analytical skills;
• Computer literacy and proficiency in payroll software and Microsoft Office applications, with intermediate to advanced skills in Excel;
• Ability to function well in a team environment and understand different perspectives;
• Previous leadership experience (preferred).
Reports to: Vice President of Finance
Job Specifications:
• Exempt, full-time, twelve-month work year;
• Eight-hour workday; Four-day work week;
• Opportunity for hybrid-work schedule may be available and to be determined by management;
• Limited evening or weekend hours may be required;
• Employment responsibilities, compensation, or any other factor may be affected by changes in governmental regulations, the organization’s contracts, or at the organization’s discretion.
Environment: Team-oriented, general office environment.
Physical Requirements:
Must possess mobility to work in a standard office setting and use standard office equipment, including a computer; to operate a motor vehicle to visit various meeting sites; vision to read printed materials and a computer screen; and hearing and speech to communicate in person, before groups, and over the telephone. This is primarily a sedentary office classification although standing and walking between work areas may be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Incumbents in this position occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Incumbents must possess the ability to lift, carry, push, and pull materials and objects up to 25 pounds.
