Chief People Officer

Low Carbon Contracts Company (LCCC)

Location: Birmingham, Leeds or London (with hybrid working options)

Closing date: 11:59 Sunday 4th January 2026

Align people with purpose to drive the low carbon transition

The UK Government has committed to a legally binding target of reaching Net Zero greenhouse gas emissions by 2050. Achieving this ambition will require unprecedented transformation in how we generate, store, and use energy. The Low Carbon Contracts Company (LCCC) and the Electricity Settlements Company (ESC) are central to delivering the UK’s decarbonisation strategy by managing schemes that underpin investment in renewable generation and ensure security of supply.

We are now seeking an exceptional individual to join our leadership team as Chief People Officer

About the Role

Reporting to the Chief Executive you will be accountable for developing and delivering the People agenda enabling the business to achieve its strategic goals, whilst embedding the company vision and values. The CPO leads the team covering Business Partnering, People Operations, Reward, Talent (Acquisition, Management and Development), Internal Communications and Engagement, and Office Management, and owns all of the levers that contribute to the LCCC people experience.

The CPO will provide strong leadership to the People Directorate ensuring that People strategies and plans are created and deployed. The role will enable a longer-term view of the capabilities needed to deliver business objectives and how they will be acquired, via a combination of build / borrow/ buy / bot.

Key Responsibilities

  • Provide strong leadership to the People Directorate, with direct line management of the Head of People Partnering & Operations, Head of Talent, Internal Communications & Engagement Manager and Office & Facilities Manager.
  • Enable provision of a commercially focused business partnering service in which Business Partners are embedded in their Directorates.
  • Drive brilliant basics in people lifecycle processes; ensuring they are scalable and future-proof in support of ambitious business growth plans.
  • Oversee the delivery of a suite of targeted development programmes, with particular focus on leadership and management capability.
  • Build and leverage highly effective relationships with other senior leaders in LCCC; proactively identifying and removing SILOs.

Candidate Profile

We are seeking a collaborative and impactful senior leader with:

  • Extensive track record of operating as a senior People Leader in a progressive, dynamic environment, with demonstrable experience across the full People lifecycle.
  • A strong focus on ‘getting the basics right,’ able to drive effective, streamlined people lifecycle processes that enable scaling and compliance.
  • A track record of designing strategies that have delivered notable shifts in organisational culture and performance.
  • Extensive people leadership experience; skilled in nurturing and developing potential and driving high performance in own teams.
  • Track record in leading large-scale change and transformation programmes and building change capability for the future.
  • Exposure to working closely with a non-Executive Board, including Remuneration and Nomination Committees.

This is a rare opportunity to shape the delivery of critical schemes that will directly support the UK’s Net Zero transition.
