Salary: £90,000 – £100,000 + benefits

Location: Bedford / Hybrid (2 days per week in the office)

The Money and Pensions Service (MaPS) is looking for an exceptional Head of Impact to lead the way we measure, evidence, and strengthen the difference we make to people’s financial wellbeing across the UK.


Every year, millions of people turn to MaPS for support - from dealing with debt, to planning for retirement, to building money confidence. At the same time, we work at the centre of a wider ecosystem with government, regulators, industry and community partners, shaping how financial support is delivered and raising standards across the system. This makes understanding, demonstrating and improving our impact not just important, but vital.


This is a rare opportunity to take on a high-profile, influential role at the heart of our mission. Reporting to the Corporate Director of Strategy and Impact, you’ll shape how MaPS demonstrates its value - ensuring our work is visible and trusted by the public, government, regulators, and partners.


About the role


As Head of Impact, you will:


  • Lead the development of MaPS’ organisation-wide impact and evaluation framework, embedding a culture where evidence drives decisions and learning shapes improvement.
  • Oversee our flagship MoneyView survey and produce the annual MaPS Impact Report, providing a clear, data-driven account of how we’re improving financial wellbeing for customers and influencing change across the ecosystem.
  • Chair a new cross-MaPS forum to set research priorities and drive evaluation activity, ensuring our work is joined up and aligned.
  • Present insight and recommendations directly to the Executive Committee and Board, influencing strategy and decision-making at the highest levels.
  • Harness innovative approaches - from behavioural analysis to AI-enabled tools – while maintaining ethical and methodological rigour.
  • Lead and inspire a skilled team of around 10 research and evaluation professionals, fostering a culture of collaboration, creativity, and continuous learning.


This is both a strategic and hands-on role. You’ll ensure that evidence and impact are central to how MaPS operates, and that our work has a tangible, measurable effect on people’s lives – while also shaping outcomes at system level.


About you


We’re looking for someone who can combine technical expertise with leadership and influence. You will bring:


  • Significant senior-level experience in impact measurement, evaluation, or applied research, ideally in public services, financial services, or social policy.
  • A track record of designing and delivering evaluation strategies at scale, with impact on strategy and service design.
  • Strong expertise in both quantitative and qualitative methodologies.
  • Experience leading major research programmes that directly shape senior-level decisions.
  • The ability to translate complex data into strategic insight and practical recommendations.
  • Exceptional communication and influencing skills, with experience advising executives, boards, or working within government or regulatory contexts.
  • A commitment to equity, inclusion, and ensuring evidence reflects the experiences of underserved groups.
