SISP Position 22: Security Specialist, Skill Level 4 (NGA Washington DC)
Overall Assignment Description: Senior Investigations Branch Support
Duties include:
• (U) Responsible to perform and/or directly support the duties described in positions 22 through 25 to established PERSEC and Investigations Branch (SISPI) programs
• (U) Shall ensure the contractor support individuals/team provide timely security support to Personnel Security’s internal and external tasking’s, projects, and programs
• (U) Document and manage collection of contractor team members Weekly Activity Report (WAR) actions in the SISP designated template and timeline to the Government Team Lead
• (U) Responsible for training Investigations Branch contractor staff with desired skillset and PERSEC operating procedures for their respective duties, as needed
• (U) Responsible for providing back-up support when a contractor vacancy exists
• (U) Responsible for keeping Government POCs and Team Leads abreast of staffing changes, personnel transition plans, personnel onboarding status, and training plans in a timely manner
• (U) Monitor and manage supported security programs and operations by providing status reports and recommendations to Government POCs
• (U) Assist, collaborate, liaison, and coordinate with other internal and external customers, as needed
• (U) Provide agency level technical expertise concerning the personnel security disciplines and standard operating procedures.
• (U) Monitor security compliance with PERSEC guidelines/procedures/policy through the review and analysis of appropriate metrics and records
• (U) Research, prepare and maintain security procedures/guidance for Investigations Branch Teams, as needed
• (U) Provide security guidance and analyze complex data for contractors using DoD and IC regulations and requirements and make appropriate program recommendations to Government Team Leads
• (U) Design and develop report capabilities, generate reports containing security metrics and other statistical information; and further prepare and present briefings on security database operations, and metrics, as required
• (U) Bring security issues to the attention of the government in a timely manner
Skills and Experience
Required:
• (U) Bachelor’s Degree or equivalent experience in a related field to personnel security
• (U) Extensive experience in personnel security (11-14 years) in the DOD/IC
• (U) A minimum of 1 years of previous Background Investigator, Personnel Security Specialist, or TS/SCI adjudicative experience
• (U) Demonstrate experience with reviewing Standard Form-85/86 and understand scoping requirements
• (U) Understand and be able to analyze the security repositories (e.g.,JPAS/DISS, Scattered Castles, DCSA’s NP2 Portal, eQIP, PIPS/CVS)
Desired:
• (U) Knowledge of SEADS 4, and 6 and a deep understanding of SEADS 3 and 7 and understand how to apply the regulation appropriately to each case
• (U) Understand the Continuous Evaluation (CE) implementation under ODNI for IC agencies
• (U) Understand the application of reciprocity to applicant cases enrolled in DOD CE with a deferred investigation
• (U) Demonstrate experience with the requirements for initiating, releasing, and completing TIER 1 investigations
