Overall Assignment Description: Contractor, Military & Homeland Security Presidential Directive 12 (HSPD-12) Processing Support


Duties include:

• (U) Provide support and maintenance to established PERSEC programs.

• (U) Support the execution of the day-to-day NGA PERSEC & Contractor Processing Team program

• (U) Prepare, support and administer PERSEC program briefings, as needed

• (U) Prepare, write, and present reports/whitepapers, various forms of correspondence, as required

• (U) Brief SISPI leadership and other NGA KC’s regarding the program requirements and regulations

• (U) Appropriately and accurately maintain and update databases and files (e.g., PeopleSoft security system of records, SISPI SharePoint Page, internal SISP file folders, DISS, RapBack, etc.) with data entry in a timely manner/real time

• (U) Respond in a timely manner to all telephone and/or email actions, questions, or status inquires to include checks of internal and external personnel security databases.

• (U) Assist in maintaining distribution lists for customers to contact PERSEC, as needed/required

• (U) Bring case security issues to the attention of the government Team Leads in timely manner

• (U) Assist the government PERSEC team to help in developing recommendations for improvement

• (U) Provide service excellence in guidance and resolution to internal and external customers’ questions and inquiries in a timely manner for support to their programs.

• (U) Utilizes a variety of security concepts, principles and practices to analyze and recommend solutions for difficult and complex security issues

• (U) Document and provide Weekly Activity Report (WAR) actions in the SISP designated template and timeline to the Government Team Lead

• (U) Assist Program Managers (PMs), Contracting Officers (COs), Contracting Officer Representatives (CORs), and Facility Security Officers (FSOs) to support onboarding of task order personnel

• (U) Coordinate with external offices that support their program (e.g., OPM)

• (U) Process military orders/Approval to Brief (ATBs) for active duty and reserve personnel within a timely manner once assigned

• (U) Process requests for military Periodic Reinvestigation (PR) initiation within a timely manner once assigned

• (U) Support the processing of Continuous Access Authorizations (CAAs) within a timely manner once assigned

• (U) Respond to Defense Information Security System (DISS) Joint Verification System (JVS) Task Notifications within 5 business days of receipt

• (U) Process HSPD-12 cases within a timely manner from receipt of SF-85, OF-306, and fingerprints

• (U) Track submission of HSPD-12 cases to DCSA


Skills and Experience:


Required:

• (U) Bachelor’s Degree or equivalent experience in a related field to personnel security

• (U) Significant experience in personnel security (7-10 years) in the DOD/IC

• (U) Understand and be able to analyze the security repositories (e.g.,JPAS/DISS, Scattered Castles, DCSA’s NP2 Portal, eQIP, PIPS/CVS)

• (U) Familiarity with the requirements for reciprocation of background investigations and SEAD 7

• (U) Familiarity with HSPD-12 requirements


Desired:

• Demonstrate experience briefing leadership and other customers regarding program requirements, and regulations.
