Organizational Design and Classification Consultant (Copy)

This is a contract opportunity. The initial contract includes 40 billable days, with the possibility of 3 extensions, each adding approximately 15 billable days.

The contract is expected to run from December 2025 to March 2026.


Scope of Work:

  • Develop work descriptions and competency profiles that accurately reflect responsibilities and align with federal classification requirements.
  • Prepare new and updated work descriptions to strengthen operational capacity and ensure clear oversight and leadership structures.
  • Participate in project kickoff meetings to confirm timelines, expectations, and required documentation.
  • Review existing client materials, including draft competency profiles, current work descriptions, classification standards, and templates.
  • Conduct interviews with key stakeholders to gather role-specific information.
  • Research and draft work descriptions based on collected data.
  • Revise drafts in response to client feedback.
  • Complete final edits and present the finalized work descriptions to the client for approval.


Deliverables:

  • Full narrative classification documents, including current and future state assessments of the organizations, rationales supporting each new classification decision, organizational modelling (where applicable); classification grievance reports and other applicable documents.
  • Relativity studies, including leading practices strengths and weaknesses and other key observations from the industry.
  • Invoices are to be submitted with a breakdown of hours by activity.


Requirements:

  • Must provide references with their resume.
  • Candidates must hold an active Security Clearance (Reliability Status at minimum).


The Organizational Design and Classification Consultant must have:

1. Recent experience delivering classification and / or organization design services for the Federal Public Service, with sufficient depth and breadth to demonstrate that they are capable of working with independence and minimal direction.

2. Significant experience related to analyzing organizations and writing work descriptions.

3. Classification Accreditation by Treasury Board would be considered an asset, especially working with classification grievance files.

4. Bilingualism would be considered an asset

  • Location of work: Work will be conducted off-site (remotely) with access to government facilities provided as require
