On behalf of our client, The Basin Wide Transportation and Transshipment System (BWTTS) Group, ethree Consulting is recruiting for a Marine Representative.


Overview of the Role

The Basin Wide Transportation and Transshipment System (BWTTS) enables all interest holders in the offshore Newfoundland and Labrador oil production projects to schedule and transport their crude oil from offshore to Newfoundland Transshipment Limited (NTL) facilities or other discharge ports. BWTTS was developed to create a long-term, cost-efficient transportation and transshipment approach that is scalable and creates synergies for its participants in an environment that prioritizes health and safety.


Reporting directly to the BWTTS group, the Marine Representative will be responsible for representing the charterers’ group in its relationship with the shuttle tanker service provider on matters of safe operations, contractual compliance, fleet performance and quality assurance.


In the delivery of marine oversight services, the Marine Representative will spend their time liaising between the BWTTS group, the shuttle tanker service provider, and the transshipment terminal operator, monitoring compliance obligations, advancing efficiencies and improvements, reporting on performance, ensuring ship safety standards are met, advising of vessel impairments and following up on inspection results and incident remediation.


Roles and Responsibilities

  • Serve as a common liaison for the charterers group in its relationship with the shuttle tanker service provider and transshipment terminal operator.
  • Monitor the contractual compliance obligations relating to vessel and terminal operations, maintenance, and overall performance.
  • Surface and promote operational efficiencies, risk mitigations and Health, Safety, and Environmental (HSE) improvement initiatives.
  • Participate in/facilitate transportation meetings and forums with charterers and other stakeholders, as necessary.
  • Report on key (contract and vessel) performance measures, trends, emerging risks, and inefficiencies.
  • Advise on vessel impairments, translate implications, and recommend actions, as requested by charterers. 
  • Support incident response and post incident reviews, including classification of severity, identification of systemic issues, and follow up on preventive measures, while providing charterers with regular updates on the timelines and progress of close-out / remedial actions.
  • Engage with external stakeholders (e.g., pilots, regulators, tug service providers, terminal personnel, etc.) to support safe and efficient operations.
  • Support the planning and execution of complex and/or non routine marine operations, including, but not limited to, ship-to-ship (STS) operations, escort arrangements, dry docks, and temporary operating configurations.
  • Represent the charterers group in engagements with applicable regulatory agencies on emerging issues and proposed changes within the operation or oversight of the marine industry.  
  • Follow the close-out of inspection deficiencies and incident findings.
  • Other duties, as required.


Ideal Candidate

  • Post-secondary education in Maritime / Marine Studies, Nautical Science, Business, Engineering, or a related field.
  • Minimum 10+ years of progressive experience in marine transportation, tanker operations, or a closely related environment, including time in roles with operational and/or oversight responsibility.
  • Demonstrated ability to navigate complex, multi-stakeholder environments, balancing operational, commercial, and regulatory considerations.
  • Demonstrated experience developing, implementing, or operating within robust safety management systems in a marine or offshore context.
  • Familiarity with dynamic-positioning, bow-loading shuttle tanker operations.
  • Demonstrated experience supporting or overseeing crude transshipment terminal operations.
  • Experience with the logistics and infrastructure associated with the marine transportation of bulk liquid hydrocarbons.
  • Proven ability to identify, assess, and mitigate safety, financial, and reputational risks associated with marine tanker transportation and transshipment operations.
  • Demonstrated experience coordinating and/or overseeing ship-to-ship (lightering) operations, including engagement with relevant stakeholders.
  • Solid understanding of commercial relationships between vessel owners and charterers, with the ability to navigate operational implications.
  • Demonstrated knowledge of marine tanker maintenance programs and ensuring regulatory compliance expectations.
  • Working knowledge of marine quality assurance programs and tanker vetting processes, with the ability to interpret and apply standards in practice.
  • Proven ability to build and maintain effective working relationships with a range of stakeholders (e.g., vessel operators, terminal partners, regulators, and service providers), supported by strong communication (verbal and written), influence, and negotiation skills.
  • Proficient in the Microsoft Office suite of products (including PowerBI).


Complementary Qualifications

The following qualifications would be considered an asset:

  • Experience as a senior licensed marine officer aboard tankers.
  • Demonstrated knowledge of the HSE cultures of leading energy companies and applicable processes and tools.
  • Knowledge of the Newfoundland and Labrador offshore operating environment, including key stakeholders and regulatory context.
  • Understanding of the crude oil transportation value chain.


Position: Full-time

Pleases note that it is expected that the successful candidate for this role will be available and accessible in case of emergencies.

Additionally, occasional travel to the transshipment terminal and offshore on a shuttle tanker may be required.
