Ethree Consulting is actively recruiting for the permanent, full-time position of Executive Director on behalf of our client, Torngat Wildlife Plants and Fisheries Secretariat.

 

About Us

Torngat Wildlife Plants and Fisheries Secretariat, the Torngat Secretariat, is an organization dedicated to supporting the Torngat Wildlife and Plants Co-management Board, and the Torngat Joint Fisheries Board, in implementing chapters 12 and 13 of the Labrador Inuit Land Claim Agreement. This landmark agreement defines the rights of the Inuit over lands, resources, and governance and serves as a model for other Indigenous self-governance initiatives. Our vision is to build healthy ecosystems and communities with shared stewardship of wildlife, plants, and fisheries in Nunatsiavut.


Overview of the Role

Reporting directly to the Board of Directors, the ED is responsible for the overall vision, leadership, and day-to-day operations of the Torngat Secretariat. From financial oversight to people leadership, strategic planning to public engagement, the ED will be at the center of an ambitious mandate to uphold the Labrador Inuit Land Claims Agreement and advance sustainable management of wildlife, plants, and fisheries in Nunatsiavut. You’ll lead and support a skilled team of researchers, policy analysts, and operations professionals, bringing cohesion, direction, and momentum to our shared work. You will also serve as the primary liaison between the Secretariat, the Board, Inuit communities, and regional, provincial, and national partners.


As the ED, you bring a high degree of coordination, integrity, and relationship-building skill to your work. You are confident navigating between policy and practice, translating Board decisions into actionable plans, supporting your team to deliver high-quality work, and engaging respectfully with Inuit communities and co-management partners. You understand how to align people, processes, and resources to keep an organization running smoothly while advancing its mandate.

Your areas of responsibility will include, but are not limited to:

  • Strategic Oversight and Operational Management: Lead long-term planning aligned with the organization’s mandate while overseeing daily operations, team leadership, and program implementation.
  • Strategic Communications, Stakeholder Management, and Government Relations: Represent the Secretariat and its Boards in key forums; maintain strong, respectful relationships with communities, governments, and co-management partners.
  • Financial Management and Oversight: Ensure the financial health of the organization through budgeting, financial planning, funding negotiations, and audit preparation in collaboration with Finance staff.
  • Human Resources and Personnel Management: Foster a positive and effective workplace through recruitment, team development, policy compliance, and performance management.
  • Research Oversight and Project Management: Support and lead research initiatives that reflect Inuit values and knowledge, guide collaborative projects, and ensure alignment with community priorities.
  • Board Management and Administration: Provide seamless support to the Boards, ensuring timely communication, effective governance processes, and implementation of decisions.


Ideal Candidate

  • 7 – 10+ years’ of progressive leadership experience, ideally in nonprofit, Indigenous, or public sector settings.
  • Bachelor’s degree in a relevant field such as business administration, environmental studies, or resource/wildlife management, or similar combination of education and experience.
  • Familiarity with the Labrador Inuit Land Claims Agreement and Implementation Plan, particularly those sections dealing with the management of fish, wildlife, and plants.
  • Sound understanding of renewable resource issues.
  • Demonstrated strong strategic and operational planning skills with a track record of aligning organizational goals with stakeholder priorities.
  • Experience working with or supporting boards of directors, including governance, policy implementation, and decision-making support.
  • Demonstrated administrative and financial management success with a strong foundation in financial oversight, budgeting, audit preparation, and contract or agreement negotiation.
  • Proven success as an effective people leader with experience in HR management, team development, and fostering a positive organizational culture.
  • Knowledge and understanding of research oversight and knowledge mobilization, with respect for Indigenous knowledge systems and ethical research practices is considered an asset.
  • Communicates effectively with diverse audiences and builds strong relationships with Indigenous governments, co-management boards, and partner organizations.
