Remuneration package: This role offers a competitive salary aligned with Pay Group 2 for Deputy Chief Constables, currently set at £165,537 p/a

Location: The role is intended to be based at one of BTP’s hubs — London, Birmingham, Manchester, Leeds, Cardiff, or Glasgow — with some flexibility. Nationwide travel to BTP operational areas, including London, is required, with occasional overseas travel.

 

Role Purpose and Background

BTPA is seeking to appoint a Deputy Chief Constable to join its Chief Officer Group and play a pivotal role in strengthening the leadership of BTP during this critical period of change. The successful candidate will support the Chief Constable and step in for her during her absence.


As Deputy Chief Constable, you will hold operational accountability for the policing response to crime and major incidents, ensuring effective command during critical situations. A key member of the Chief Officer Group (COG), you will be expected to provide strong and visible leadership, bringing our strategy to life. This will involve maintaining a sharp focus on performance improvement while working to restore trust and confidence in policing.


With a current revenue budget of approximately £420 million and a workforce of around 4,800 police officers, special officers, PCSOs, and staff, BTP offers an exciting opportunity for dynamic leadership.


Key Accountabilities

  • Develop and sustain a robust operational performance framework and governance structure aligned with the Force strategy. Hold senior leadership to account for operational delivery and outcomes, ensuring effective law enforcement and public protection.
  • Contribute to the development of the Force's organisational and operational strategy, including key initiatives like the Policing Plans approved by the Authority, ensuring the delivery of an efficient, future-ready policing service.
  • Support the Chief Constable in leading the Force, embedding diversity and inclusion into the organisational culture, and promoting values and ethics. Take responsibility for upholding professional standards, ensuring an effective and professional service.
  • Drive financial management within the Force, fostering efficiency and productivity within the budget framework. Maximise resource utilisation, ensure effective public spending, and deliver value for money.
  • Build and maintain strategic relationships with local, regional, private sector, and national partners. Influence and collaborate effectively to meet Force objectives and enhance public confidence in policing.

 

Required Experience, Qualifications, Knowledge, and Skills

We invite applications from substantive Assistant Chief Constables, Deputy Chief Constables, or equivalent ranks with a proven record of delivering strategic initiatives that have improved operational effectiveness in your current role.

To be considered, you will have successfully completed the Police Leadership Programme: Stage 5 (Executive Leaders) or the Strategic Command Course (prior to 2024).


  • Operational Delivery: Ability to design and implement effective operational plans that align with local, regional, and national policing initiatives. Drive performance improvements while managing complex and conflicting resource demands to achieve strategic objectives.
  • Strategic Leadership: Politically astute with a proven ability to navigate internal and external political landscapes. Experience at a strategic level, improving organisational dynamics, culture, and overall delivery.
  • Engagement: Demonstrated ability to communicate effectively with diverse audiences of staff and stakeholders. Skilled in negotiating, collaborating, and influencing, including engaging with individuals in positions of authority, all while demonstrating political astuteness.
  • Governance and Financial Management: A thorough understanding of governance requirements in public sector organisations, coupled with expertise in financial and strategic risk management. Experience managing significant budgets and operating with strong commercial acumen.
