About the Position
The Community Health Nurse Lead works with the community’s health care team as well as collaborates with community members, community leadership, provincial services, and federal partners in the delivery of comprehensive, holistic, and culturally safe care.
The focus of this position is to improve the health of the community and ensure that the community's care needs are met in the context of public health requirements. The Community Health Nurse Lead places particular emphasis on the development of public health practices and promotes public health initiatives and education.

Duties and Responsibilities
- Support the planning and implementation of public health programs aligned with the strategic vision of Mushuau Innu First Nation.
- Support the development of strategies, policies, and protocols in support of meeting the department's mandate while considering the historical, cultural, and spiritual practices of the community.
- Support the development and implementation of frameworks to assess client needs and assess program and service performance.
- Support the establishment of key performance indicators to measure the effectiveness of strategies and plans.
- Plan and manage staffing and workloads of the Community Health Nursing team.
- Identify and assess risks and develop appropriate management and mitigation plans.
- Understand and follow all financial policies and procedures established by the CFO.
- Identify and develop proposals for programming and funding and coordinate required reporting.
- Maintain up-to-date knowledge of all budget and funding requirements for the department and ensure compliance with tracking requirements.
- Manage purchases and inventory including ordering of materials or supplies per established standards.
- Utilize the principles of Primary Health Care, self-help framework, case management and collaborative practice models to deliver public health nursing services to patients within the MIFN community.
- Provide coaching and leadership to peers and other members of the health care team.
- Support and partner in the delivery of health promotion and education sessions related to public health initiatives.
- Develop, implement, coordinate, and evaluate a comprehensive range of core public nursing functions and services within MIFN.
- Liaise with internal, external, and government entities related to the delivery of public health services and programs.
- Identify and anticipate emerging issues, changing priorities and practices to address problems.
- Identify and inform regional management of potential political, media, health and safety issues affecting the delivery of the community’s public health services and develop recommendations for action.
- Respond decisively and quickly to emerging opportunities or risks by observing, monitoring, and processing information as well as the changing health status of clients.
- Incorporate a variety of diverse practices that include traditional and/or alternative health care practices in conjunction with western and mainstream health care practices where appropriate.
- Translate complex medical terminologies and health information into language and concepts that can be easily understood and applicable to the target population when teaching health information and explaining care plans.
- Comply with, enforce, and educate on all health and safety policies and practices within the workplace.
Knowledge, Skills, and Abilities
- Strong understanding of Indigenous culture, protocols, and the unique healthcare needs of Indigenous patients.
- Knowledge of federal, provincial, and territorial health systems.
- Excellent communication and interpersonal skills to establish rapport with patients, families, and healthcare providers.
- Proven mentoring and coaching skills to lead and direct team members.
- Awareness of Indigenous cultural safety training, anti-racist practice, and trauma-informed care.
- Strong organizational and coordination abilities.
- Fluency in English is required, and additional proficiency in Indigenous languages would be an asset.
- Experience in advocacy and promoting patient rights within the healthcare system is desirable.
- Proficiency with computers and computer systems including EMR and the Client Referral and Management System (CRMS).
Experience and Education Requirements
- Degree, diploma or equivalent certificate from an accredited Nursing program or institution.
- Minimum of 3 years working in a public health environment, preferably within a First Nation structure.
- Minimum of 1 year of leadership experience within health care services.
- Current Registration with the Association of Registered Nurses of Newfoundland and Labrador (ARNNL).
