The Courage Chapter is helping our client to look for a HR Executive to support the Human Resource Manager in ensuring the efficient operation of HR functions while delivering quality service to both internal and external stakeholders. With a strong focus on recruitment, this role also oversees payroll administration, employee engagement, training coordination, and HR compliance. The incumbent should be meticulous, detail-oriented, highly organized, and proactive, with the ability to maintain accurate HR records, ensure compliance, and drive employee engagement initiatives. As a key team player, this individual must collaborate effectively to support HR objectives and organizational goals. 

 

Key Responsibilities 

 

HR Core 

  • Ensure all HR matters follow relevant laws & regulations. 
  • Ensure HR policies are properly documented, communicated, and consistently applied. 
  • Provide and process HR information requests. 
  • Participate in projects, committees that is being assigned by the Human Resource Manager.  

 

Recruitment & Onboarding 

  • Assist in end-to-end recruitment cycle, ensuring accurate documentation and tracking of candidates. 
  • Ensure thorough screening of resumes, MSF security screening, pre-employment medical screening, reference checks, and onboarding paperwork. 
  • Coordinate and assist in conducting the on-boarding process. 
  • Participate and support in recruitment strategy efforts such as career fairs etc. 
  • Track and update the various recruitment statistics reports on a regular basis. 
  • Maintain and administer end-to-end process for Assistant Manager below level staffing records, manpower planning data transfers and exit. 
  • Administer and track the application of the various work passes for foreign staff. 
  • Administer employees who are on secondments or any other employment schemes. 

 

HR Administration & Payroll  

  • Maintain error-free HR records (contracts, attendance, performance appraisals, training). 
  • To update and maintain the HRIS which includes Assistant Manager below employee data and leaves administration. 
  • To assist and ensure accuracy in payroll data by consolidating leave records, claims and allowance. 
  • To update and track the various grants and/ or funding. 
  • Handle work pass applications, renewals, and cancellations, ensuring timely submission and compliance. 

 

Employee Engagement, Health & Wellbeing 

  • Support the HR Manager in organizing staff engagement, employee health and well-being programmes in the workplace and tracking participation metrics. 
  • Implement employee health and well-being programmes in the workplace 
  • Handle general staff queries with accuracy and confidentiality. 
  • Support the HR Manager in grievance handling and disciplinary cases, ensuring proper documentation. 
  • Maintain up-to-date and error-free records of staff benefits (insurance, medical, well-being initiatives). 
  • Conduct exit interviews, ensuring detailed documentation for retention analysis. 
  • Ensure internal HR communications are accurate, timely, and well-structured


Performance Management 

  • Coordinate performance appraisal cycles, ensuring timely submissions and proper documentation. 
  • Coordinate and assist in conducting training on the Performance Management System, ensuring employees and managers understand the process and expectations. 

 

Reporting/ Compliance 

  • Generate HR reports with a high degree of accuracy (turnover, recruitment, training, and staff demographics) 
  • Update and submit the various reports eg. MSF monthly/ quarterly/ yearly report, Headcount, Training etc. 
  • Manage and handle statutory reporting, submission of claims, grants and funding. 
  • Assist and support in corporate governance, audits relating to HR and ensuring compliance and proper documentation. 
  • Assist the HR Manager in policy reviews and audits, ensuring strict compliance. 
  • Maintain precise HR documentation for governance, audits, and licensing compliance 
  • Participate in manpower and any other related surveys. 
  • Update and maintain Assistant Manager below level personnel files. 
  • Write minutes when necessary. 
  • Provide administrative support to the Human Resource Manager. 
  • To report to and provide regular feedback to the Human Resource Manager  
  • To coach and guide junior staff, interns and temp staff. 
  • To do presentation when necessary. 
  • To conduct training when necessary. 

 

Organizational 

  • To participate actively in all fundraising activities as well as any other commitments. 
  • To work in close collaboration with other staff and department
  • The Executive Director and or his/her representative may assign you any other duties that are within reason for the operational needs of the organization

 

Requirements 

  • Minimum Diploma in Human Resource Management or equivalent. 
  • At least 1-3 years HR experience with at least 1 years of recruitment experience, preferably in a non-profit or social service sector 
  • Proficiency in HRIS system, payroll support, and recruitment coordination 
  • Proficiency in Microsoft Outlook, Excel, Word, PowerPoint. 
  • Strong attention to detail, accuracy, and confidentiality in HR processes. 
  • Good knowledge in Singapore employment laws and HR compliance 
  • Good in record keeping (filing/documentation etc.). 
  • Good interpersonal and communication skills. 
  • Good initiative and able to work independently. 
  • Good team player. 
  • Ability to work fast and handle pressure well. 
  • Passion for social causes and ability to work in a mission-driven environment.
