We are seeking a senior DON Financial Management SME, you will provide authoritative guidance on appropriations law, Planning‑Programming‑Budgeting‑Execution (PPBE), working capital funds, and audit remediation—helping Navy commands achieve clean audit opinions and optimized fiscal stewardship.
This is remote, however candidates in the DC area are preferred. Some travel may be required.
Key Responsibilities
- Interpret new FASAB/OMB/Treasury guidance and advise leadership on implementation impacts.
- Develop white papers, standard operating procedures (SOPs), and desk guides for budget formulation and execution.
- Lead root‑cause analyses for Notice of Findings & Recommendations (NFRs) and develop Corrective Action Plans (CAPs).
- Conduct Independent Public Accountant (IPA) liaison, answering sampling requests and walkthroughs.
- Design and facilitate PPBE workshops, tabletop exercises, and financial policy training for command staff.
- Mentor junior analysts and provide quality assurance on deliverables prior to government submission.
Required Qualifications
- Bachelor’s in Accounting, Finance, Economics, or related discipline (Master’s or CPA/CDFM highly desired).
- 15+ years’ DON FM experience at Echelon 1/2/3 commands, SYSCOMs, or Fleet Type Commanders.
- Expert knowledge of USSGL, SLOA, DoD FMR Volumes 2‑6, and Navy Working Capital Fund (NWCF) processes.
- Strong briefing capability to SES/Flag‑level audiences.
- Active Secret clearance or the ability to obtain one quickly.
Preferred / Desired Qualifications
- Big 4 or IPA audit background.
- Experience supporting Navy ERP data conversions and FIAR testing
