Position Overview:

Responsible for directing multiple high-stakes Navy programs that span financial management transformation, data analytics enablement, and enterprise-wide training. You will own the complete program life cycle—from capture and initiation through sustainment—while ensuring every task order advances fleet readiness, audability, and data driven decision-making for our Department of Navy clients.


Key Responsibilities:

  • Shape program vision, strategy, and success metrics in concert with Flag-level sponsors and Senior Government leadership.
  • Develop and maintain an integrated master plan (IMP) and integrated master schedule (IMS) aligned with DoD 5000.87 Adaptive Acquisition Framework.
  • Execute rigorous earned-value management (EVM) to keep cost and schedule variance within ±3 percent thresholds.
  • Lead geographically dispersed project teams (100+ personnel) across CONUS and OCONUS locations, driving collaboration through secure digital workspaces.
  • Serve as the primary interface to Contracting Officers, CORs, and executive stakeholders—delivering authoritative weekly, monthly, and quarterly briefs.
  • Administer subcontractor and vendor relationships, ensuring compliance with DCMA flow-downs and CPARS performance objectives.
  • Conduct semi-annual risk and opportunity workshops; implement Lean Six Sigma improvements that reduce cycle times and rework by at least 15 percent.
  • Oversee cybersecurity, quality (CMMI L3/ISO 9001), and safety programs, ensuring zero critical findings during government audits.
  • Champion talent development by mentoring emerging project managers, establishing career pathways, and fostering a culture of diversity and inclusion


Required Qualifications

  • Bachelor’s degree in Business, Engineering, Information Systems, or related field (Master’s preferred).
  • Project Management Professional (PMP) or DAWIA Level II/III Program Management certification.
  • 12+ years’ experience leading portfolios > $25 M annually within the DoD, with at least 5 years supporting Navy SYSCOMs or warfare centers.
  • Proven expertise in EVM, Schedule Risk Analysis (SRA), and formal gate reviews (SRR, PDR, CDR, TRR).
  • Demonstrated ability to brief and influence SES/Flag-level leaders and translate strategic imperatives into executable roadmaps.
  • Advanced to Expert proficiency with MS Project, Power BI, and Navy ERP
  • Active Secret clearance or the ability to obtain one quickly.


Preferred / Desired Qualifications

  • ITIL 4, Lean Six Sigma Black Belt, or SAFe Agilist credentials.
  • Prior experience with NAVSUP
