JOB SUMMARY
The Chief Medical Officer (CMO) is a member of the Executive Leadership Team responsible for organizational strategy and expansion and for ensuring consistent achievement of the health center's mission and financial objectives. The CMO develops, implements, and evaluates the medical and behavioral health practice delivery models in accordance with the mission and goals of the health center, sharing in the administrative functions that directly impact patient care services and collaborating with the management team in overall planning and budget activities. The CMO oversees the delivery of high-quality services to all patients by supporting and participating in the performance improvement program and assumes leadership responsibilities in the absence of the CEO and COO. Signs contracts within scope of responsibility under the direction of the CEO. Demonstrates the health center's values in daily work.
ESSENTIAL DUTIES AND RESPONSIBILITIES

Delivers direct patient care to ambulatory patients. Serves in rotation for after-hours call system.

Leads medical team. Provides oversight, leadership and mentorship of medical care delivery by clinician staff. Oversees, supports and/or leads efforts for clinician recruitment, orientation, training, competency, performance management and clinician retention. Collaborates with HR to design recruitment & retention strategies, participates in activities and makes hiring decisions. Oversees clinician orientation, training, credentialing and privileging. Monitors and works to enhance clinician engagement & satisfaction, addresses burnout.

Oversees and leads the safe delivery of medical and behavioral health, pharmacy care and services through the ongoing assessment, development, implementation and updating of patient care policies, protocols and procedures based on populations served and clinician team (plus additional operating policies for assigned areas). Supervises integration of all clinical disciplines and programs; fosters a clinic environment for independent clinical judgment among clinicians with peer and management review. Actively supports clinical and other organizational performance improvement activities to improve service delivery and drive desired clinical outcomes. Leads and/or participates in appropriate committees and designated meetings and ensures clinician representation as appropriate. Ensures the application of ethical practices plus policy/practice compliance with federal, state and local regulations. Monitors the need for new clinical programs, leading new clinical program development.

Oversees, monitors, establishes and ensures the cost-effective delivery of all medical, behavioral health and pharmacy related care and services including, but not limited to, clinician productivity standards, adequate provider staffing through budgeting and visit projections plus monitoring and managing approved resources. Provides oversight and direction for ancillary services utilization; supports clinicians in coding accuracy and corporate compliance; and provides clinical guidance to CFO regarding fee schedules and related discounts for services.

Provides consultation on clinical aspects of patient safety and risk management activities for clinicians by providing input into the FTCA redeeming application; collaborates with the Compliance Director in reviewing and responding to FTCA claims and patient safety/risk management data; participates in the RCA process.

Interacts and builds community and stakeholder relationships. Responsible for community health rotation and curriculum; works collaboratively with Residency Program Directors to ensure professional behavior and clinical performance for internal and family medicine training program faculty, supporting attainment of program goals. Serves as a liaison with the medical community, establishing relationships with peers, hospitals, medical societies, community-based organizations, represents the health center at external meetings and activities as designated by the CEO.

Other clinical leadership. Engages in strategic planning, supporting and guiding achievement of strategies, initiatives and performance metrics; supports alignment of mission, vision and strategy with needs of medically underserved community. Reviews, edits and executes assigned contracts in collaboration with compliance department. Evaluates performance of clinical services for initial contract and renewal; recommends modifications where appropriate. Evaluates overall compliance with assigned chapters for Joint Commission; participates in the development, monitoring and reporting of HRSA grants/applications; assures compliance with other legal, regulatory or accreditation requirements; drives improvement initiatives for assigned areas when not in compliance.

REQUIRED QUALIFICATIONS AND SKILLS
- Doctor of Medicine (M.D.) or Doctor of Osteopathic Medicine (D.O.) from an accredited medical school.
- Experience working with indigent populations and community-based programs.
- Experience working with Federal and State grant funding streams.
- Excellent leadership skills with ability to inspire, guide and mentor others towards goal achievement while fostering collaboration and employee engagement.
- Excellent interpersonal and diplomatic skills with ability to establish and maintain effective working relationships with diverse groups and individuals.
- Outstanding oral and written communication skills.
- Excellent management skills with ability to organize, prioritize and meet work schedules.
- Goal oriented.
- Basic computer skills including proficiency with Microsoft Office applications.

Licenses & Certifications: Licensed Doctor of Medicine (M.D.) or Doctor of Osteopathic Medicine (D.O.) in the state of Iowa; Board Certified as appropriate for specialty. Physicians must be board certified within five years of residency completion; current registration with the Federal Drug Enforcement Administration (DEA) and Iowa Board of Pharmacy Examiners (CSA); current Basic Life Support (BLS) for Health Care Providers Certification recognized by the American Heart Association; current Mandatory Reporter Training: Child and Dependent Adult Abuse recognized by the Iowa Department of Public Health. *Must be obtained during introductory period if not current.
