Edgewater Technical Associates is seeking qualified candidates for a Licensing Manager opportunity in Oak Ridge, TN.

 

Role Summary

The Licensing Manager will lead all regulatory and licensing activities for a Department of Energy (DOE) project. This role ensures compliance with Nuclear Regulatory Commission (NRC) regulations, DOE directives, and applicable federal laws governing the facilities. The Licensing Manager will develop licensing strategies, manage regulatory correspondence, and maintain the project’s licensing basis throughout its lifecycle.

 

Key Responsibilities:

  • Oversee compliance and ensure adherence to DOE orders.
  • Prepare and submit license applications, amendments, exemption requests, and responses to NRC.
  • Maintain and update the facility’s licensing basis documents, including safety analysis reports and integrated safety analysis (ISA).
  • Manage change authority programs under DOE regulatory frameworks.
  • Serve as primary liaison with NRC, DOE, and other regulatory bodies during inspections and audits
  • Develop licensing strategies to mitigate regulatory risks and ensure timely approvals for construction and operation.
  • Monitor changes in federal regulations and assess their impact on project compliance.
  • Prepare technical licensing reports, rulemaking comments, and regulatory correspondence.
  • Ensure completeness and accuracy of all licensing submissions per NRC and DOE standards.

 

Qualifications

  • Bachelor’s degree and 20+ years regulatory compliance and nuclear licensing experience.
  • Project Management Professional (PMP) certification is preferred.
  • 15+ years of experience working in the Department of Energy industry working closely with federal, state, and local regulators, state governments, local municipal, commercial customers, and local and regional utilities.
  • Strong understanding of DOE procedures and safety standards.
  • Familiarity with NRC licensing processes and DOE authorization requirements.
  • Experience with Integrated Safety Analysis (ISA) and environmental review processes.
  • Excellent communication, organizational, and problem-solving skills
  • United States Citizenship is required
